Lighting quotes are hard to compare because fixture counts do not tell you anything on their own. What matters is what each part of the rig is for. Almost every corporate room needs the same four jobs covered, and the fixture list follows from that rather than the other way round.

If your event is being filmed or streamed, key light stops being optional and becomes the first line of the budget. Camera sensors are far less forgiving than eyes, and no amount of color elsewhere in the rig compensates for a presenter who is underlit.
